This legal reality poses a direct threat to sensitive data held by public players, CIIs (Critical Infrastructure Operators), ESOs (Essential Service Operators), or organizations handling health data.

In response to these risks, European – and particularly French – institutions have strengthened their requirements in terms of cybersecurity, data localization, and digital service governance. Bleu is part of this movement, aiming to obtain the SecNumCloud 3.2 certification issued by ANSSI, a guarantee of maximum compliance, operational robustness, and legal sovereignty. This certification is based on 270 requirements, divided into three main areas: technical security, operational security, and legal security.

A sovereign company, founded by two French digital giants

Founded in 2024, Bleu is an independent French company, equally owned by Capgemini and Orange, two enterprises historically rooted in the national digital ecosystem. This governance ensures total legal independence from any non-European authority.

Bleu’s ambition is not to build a marginal or niche cloud, but rather to offer a credible and powerful alternative to American and Asian hyperscaler offerings. To this end, Bleu will provide the full suite of Microsoft Azure and Microsoft 365 services, hosted and operated in a cloud environment undergoing SecNumCloud 3.2 qualification, with no compromise on performance, features, or service level agreements (SLAs).

A next-generation infrastructure, designed for resilience and sovereignty

Bleu’s technical foundation is based on a hyperscale infrastructure, inspired by the standards of major cloud providers but strictly located on French territory. Two cloud regions, over 300 kilometers apart, have been deployed to ensure high availability and service continuity in case of a disaster. Eventually, Bleu plans to evolve toward three availability zones, further enhancing service resilience.

Bleu’s data centers have been designed with environmental responsibility in mind, with ISO 14001 and ISO 50001 certifications. Additionally, the network connectivity between data centers is highly redundant to prevent any single point of failure.

Autonomous operations and maximum support level

Bleu’s technical operations are managed 24/7 by teams located in France. These teams follow Microsoft certification pathways, ensuring full mastery of the deployed technologies. Level 3 support, when needed, is provided by Microsoft, but only under supervision, in accordance with operational isolation requirements.

Operations are organized to function autonomously across two distinct sites, ensuring tolerance to operational failures. In addition, Bleu is setting up a Security Operations Center (SOC) capable of detecting, analyzing, and responding to threats in real-time, in coordination with the relevant French authorities.

Security, confidentiality, and reversibility: guarantees at the heart of the Bleu model

Bleu’s philosophy is based on security “by design,” integrated at every level of the architecture. Microsoft solutions deployed on Bleu benefit from top-tier cloud security while incorporating additional physical and virtual isolation mechanisms, designed and operated by Bleu’s teams.

Updates are tested in public Microsoft environments before being deployed in Bleu, where they are subject to strict control. Data encryption, both in transit and at rest, is systematic, and clients have the option to manage their own encryption keys. All public portals and APIs use certificates issued by a European certification authority.

Finally, Bleu guarantees full service and data reversibility. Clear technical procedures allow recovery of all hosted applications and content, in compliance with regulatory requirements and industry best practices.
